A sad and desolate place for cels to go that were never received. In some cases it could be because the seller decides to not send something after receiving the money. In other instances, the seller will have initially accepted the money (ie. auctioned off and paid) but decided for what ever reason that they could no longer send it and so they refunded the money instead of shipping the cels/sketches.
